The VicRoads club permit application is a two-part job. There is the application form itself, and there is the Vehicle Eligibility and Standards Declaration that has to go with it. Both need a signature from a VicRoads-approved club before VicRoads will look at them, which is the step most people do not realise exists until they are already at the counter.

The two forms
The Club Permit Application
This is the main form. It records who you are, where the vehicle is garaged, what the vehicle is, and whether you want 45 or 90 days a year. It has a section that only an approved club can complete, confirming you are a financial member of that club.
Without that club section signed, the application is incomplete and VicRoads will not process it. This is the whole reason the scheme requires club membership.
The Vehicle Eligibility and Standards Declaration
The VESD is the one people miss. It is a separate declaration confirming the vehicle meets the standards required under the scheme, and it must accompany every club permit application. VicRoads will not accept a CPA on its own.
It covers the vehicle's age and category, whether it has been modified, and whether any engineering approval applies. If your vehicle is standard and over 25 years old, it is straightforward. If it has been modified beyond the VicRoads Vehicle Standards Information allowances, VSI 8 and VSI 33, this is where a VASS approval certificate comes into it.
What you need before either form can be completed
- Proof the vehicle is old enough. More than 25 years, measured from the compliance plate date, not the build date
- A roadworthy certificate for any vehicle manufactured on or after 1 January 1949. It must be under 30 days old when you lodge. Vehicles built before 1949 are exempt
- Your details, including date of birth and driver licence number
- The garage address, which is where the vehicle actually lives. It is also the address the 100 metre logbook rule is measured from
- Vehicle details: year, make, model, seating capacity, engine size and capacity, fuel type and transmission. Most of it is on the compliance plate
- Membership of an approved club, before the club section can be signed
What happens at VicRoads
Once both forms are signed, you take them to a Customer Service Centre. Three things worth knowing:
- Any centre will do. You are not tied to one near your garage address
- No appointment needed. Walk in with the paperwork
- The vehicle does not need to be present. Which matters, because an unregistered vehicle cannot legally be driven there
They process the application, take the permit fee, and hand over your number plates, logbook and windscreen sticker across the counter. That is the end of it.
Why applications get knocked back
In rough order of how often it happens:
- The roadworthy has expired. Thirty days goes quickly. Book it once everything else is ready, not first
- No VESD. The CPA was completed and the declaration was not
- The vehicle is not old enough. The owner used the build date rather than the compliance plate. On imports these can differ by years
- Modifications with no VASS certificate, where the changes fall outside VSI 8 and VSI 33
- The vehicle is a statutory write-off. This one cannot be fixed. A vehicle on the Victorian or an interstate written-off vehicles register can never be issued a club permit, at any age, through any club. A VicRoads Vehicle Report will tell you before you spend money on it
Switching clubs is a different form
If your vehicle is already on a club permit and you are only changing which club endorses it, none of the above applies. No CPA, no roadworthy, no VicRoads counter visit. You keep your plates, your permit number and your renewal date.
